(Reuters) - Republican Jeb Bush vowed on Tuesday to take a more aggressive approach to countering Russia if he is elected president next year, calling Vladimir Putin an "agile adversary" who is exploiting a vacuum of U.S. leadership in Syria and elsewhere.
